On 6 May 2014, Regulation (EU) No 517/2014 of the European Parliament and of the Council on fluorinated greenhouse gases and repealing Regulation (EC) No 842/2006 entered into force and shall be directly applicable in all EU Member States from 1 January 2015. The National Climate Protection Authority (hereinafter referred to as the Authority) established in accordance with this international regulation is an organisational unit with an independent departmental classification integrated into the organisation of the Ministry of Energy.
In 2015, the Authority was tasked with the supervision of the ever-expanding field of expertise and the efficient provision of related activities in order to create a customer-friendly system that fully meets the emerging needs.
The three pillars of the Hungarian F-gas regulation are Act LX of 2007 on the implementation framework of the United Nations Framework Convention on Climate Change and its Kyoto Protocol, Government Decree 14/2015. (II.10.) on the conditions for carrying out activities related to fluorinated greenhouse gases and substances that deplete the ozone layer, and Decree 60/2016. (XII. 28.) NFM on the rules for the qualification of persons performing activities related to fluorinated greenhouse gases.
The tasks and powers of the Authority have further expanded over the years.
With regard to the authority tasks determined by the termination of the National Inspectorate for Environmental Protection and Nature Conservation, as of 1 January 2017, the Authority also performs the powers related to emissions trading activities and the tasks related to the union registry for emission trading.
On 1 January 2005, the EU launched the world's largest cap and trade system, with nearly 12,000 installations participating on the continent. The first so-called learning period of trading lasted from 2005 to 2007, followed by the first, truly live phase between 2008 and 2012, then the third trading period, which lasted from 2013 to 2020, and the current IV. trading period, which runs from 2021 to 2030.
From 1 January 2005, operators of installations carrying out activities involving greenhouse gas emissions covered by the system may only carry out their activities in possession of a greenhouse gas emission permit issued by the Authority.
From 2022, an IT registration interface has been developed in the Climate Gas database operated by the Authority, the purpose of which is to improve the energy efficiency of buildings, monitor the implementation of recommendations included in the expert inspection reports of buildings, and energy efficiency investments. The inspection reports recorded in the registry serve as a basis for further decisions affecting energy efficiency.
From 2024, the Authority will be the designated competent authority in Hungary pursuant to Article 11 of Regulation (EU) No 2023/956 of the European Parliament and of the Council of 10 May 2023 establishing a mechanism to offset the carbon intensity of imported goods (CBAM Regulation).
The Authority is committed to continuing its efforts to serve Hungary's emission reduction targets in the coming years, with a view to keeping its customers up to date and promoting compliance.
